An employee of the Bureau of Animal Regulation and Care, which runs the shelter, decided the dog could wait for veterinary treatment because it had suffered only "a flesh wound," spokeswoman Kathy Barton said.But the article went on to say that the bullet entered the dog's back, and exited from its hindquarters.
Does not suprise me! I just got a ticket in the mail for not getting a cat sterilized, when they paid for the sterilization after it was done! The lost the paperwork and now I have to go to municiple court!

My girlfriend and I went to BARC on Carr St this past weekend. I have to say I was absolutely disgusted with what we saw...and SMELLED!!! The first group of dogs that we came to was "ward A". The second we opened the door, we almost vomitted due to the stinch. I can handle bad smells and we walked through with our shirts over our noses and still almost lost our lunch. The cages were so dark, you couldn't even see the dogs. What you could see was the fact that their cages had not been cleaned in who knows how long and the dogs where living in their own waste. The floor of the ward is covered in water and some of the dogs mess was running into the walkways and into other cages. We saw numerous dogs with their feces all over them (and the other dogs in their cage)and NOBODY around to clean up. EVERY single cage had waste in it! We saw a dog with testicles the size of softballs. The testicle problem might not have been BARC's doing, but they were bleeding out of two holes the size of pencils with no care at all...no medicine, no cream, no bandages, nobody around whatsoever!!! These dogs would have a better life on the street.
