• It would be great if some kind hearted vet would volunteer to remove a couple of the extra legs and perform whatever surgery is needed to make this little one "normal."

• This sort of defect isn't usually genetically determined, so breeding this dog wouldn't result in a bucnh of 6-legged dogs.
  
  Most likely 2 fetuses fused together early in development, so yes it's technically 2 dogs (or rather, parts of 2 dogs), not just 1 dog that grew 6 legs.
