Pit Bull Ban Rolls on to Brazil

Reuters reports today that the State of Rio de Janeiro, in Brazil, banned pit bulls from its beaches and public places:
Pit bulls were banned from Rio de Janeiro's famous beaches and other public places in the Brazilian city on Wednesday under new regulations that could eventually make the sometimes aggressive breed extinct in the area.
It's important to note however, that folks can still own pit bulls, they just can't let them go out in public, with the only exception that they are allowed to be walked on city streets between the hours of 10:00pm and 5:00am. This also applies to rottweilers, dobermans and fila brasileiro dogs too.. The article goes on to say that there is also a ban on breeding, importing, and selling pit bulls.

    Let me preface this by saying I'm passionate, outspoken, and sometimes a real pain in the butt. I've researched current efforts to stop Breed Specific Legislation (BSL) and have come up with the following sample letter.     Sample Email Letter To Your Representatives and Congressmen:

    Dear (Name):

    I am writing to encourage you to STOP dog Breed Specific Legislation (BSL). This legislation is nothing more than a modern-day witch hunt directed towards voiceless dogs. While I realize that there are tragic cases worldwide of casualties and even fatalities surrounding “at large” dogs, there are other, more realistic solutions. Any dog, from the Airedale to the Yorkshire Terrier, has the potential to bite.

    The core of a SOLUTION revolves around the important phrase, “Responsible Pet Owners”. Responsible Pet Owners engage their pets in basic obedience training, provide kind and humane treatment, attend to health issues, and keep their pet from running at large. Running at large can be avoided by containing all dogs in a fenced yard of sufficient height (or roofed kennel run) as to prevent the dog from jumping out, and of sufficient construction as to prevent the dog from digging out. Tying a dog out in an unfenced yard is unacceptable as it represents a safety risk for both the dog and any people walking by. All dogs must be on a leash and under control whenever out of the house or fenced yard.

    DANGEROUS DOGS, regardless of breed, must be clearly identified by educated Animal Control Agents. Distinctions should be made between a truly dangerous, out of control dog and the dog who is acting as a watchdog to alert intruders from entering its home or fenced yard.

    Community health dictates that the public be reasonably protected from stray, feral, diseased animals as well as protected from owners who refuse to keep their pets from being a public nuisance or an outright danger. Dangerous dogs running at large must be treated with a ZEOR-TOLERANCE POLICY.

    Each community must define their own punishments for individual owners and dogs found to be dangerous. PROGRESSIVE COMMUNITIES are currently requiring adequate fencing, imposing fines on the dog owner, requiring a dog behavior evaluation at the owners’ expense, obligating the owner to provide proof of financial liability, and the completion a basic obedience class – all as a condition of the owner being allowed to retain possession of the dog.

    FAILURE of the owner TO COMPLY must be enforceable and may include extensive fines, jail time for animal neglect and failure to protect the public at large, or both. Dogs deemed dangerous must have circumstances evaluated on a case-by-case basis, and if necessary, destroyed in a humane manner.

  • No breed of dog is born mean or aggressive, It takes a human to turn a dog into an aggressive animal. Choosing one or severval breeds of dogs to be outlawed is K-9 disgrimination.
