The ordinance would allow animal control officers to pronounce an animal vicious if it kills or seriously injures another animal or human. Such a designation would rely on citizen complaints, as well as animal control catching loose dogs and their irresponsible owners.If a dog is deemed to be dangerous, its owner must obtain a special permit for the animal, sterilize the pet, implant a microchip, and obtain a $100,000 insurance liability policy.
The Dangerous Dog Law is a very good idea; however, just this week I witnessed a pack of domestic dogs (none of which were considered dangerous breeds) attacking my horses.This killing frenzy lasted about 10 minutes. This same pack of dogs had also done the same thing that morning a few blocks away. This town (even though it is a rural area) does have a leash law, so animal control was called out more than once during the week that this occurred. Thankfully, no major injuries were incurred, but my barn neighbor did tell me that she was taking out her garbage that morning when she first encountered these dogs. She threw a rock at them to move them away and one of the dogs bared his teeth at her and growled. When she realized this was not one of the usual neighborhood dogs, she started for the door. The dog followed, but she was fortunate to get to safety in time. Two of the dogs involved belonged to a neighbor and she was shocked that her boxers would participate in such a thing as they are very docile dogs. I guess this just proves that it is not always the dangerous breeds that can maul and kill humans and animals. It seems the pack was formed when the boxer owners had a dog locked up that was in heat -the other breeds dug under her fence during the night and this allowed her dogs to escape. It seems that only one of the dogs was the aggressor and he was an undetermined mixed breed. I guess all of the other dogs tend to let instinct take over and they join in the kill or attack. A few of my horses are very docile and at first did not get very physical with these dogs, so the dogs kept on harrassing and barking and lungeing at them - finally the docile ones realized this was not playtime and they went about protecting themselves - the dogs then wore down and left the pasture - the animal control officer was there to witness this and he was literally too afraid to enter the pasture as he saw this as a very dangerous pack of dogs. Most of the dogs were never caught and as far as I know the agressive one is still at large. Definitely not a good thing.
